What is the ‘necessary and proper’ clause?
The elastic clause- stating Congress has the power to ‘make all laws which shall be necessary and proper for carrying into execution the foregoing powers’.

Allowed federal government to regulate commerce with foreign governments and between states.
What is the supremacy clause?
States that federal laws under the Constitution and treaties under its authority constitute the supreme law of the land and take priority over conflicting state laws.
What did George W. Bush’s ‘No Child Left Behind’ policy do?
Mandated annual tests in state schools.
What did the 2010 Affordable Care Act do?
Required states to establish health exchanges were citizens could purchase health insurance.
