Henry arrested 15 churchmen and accused them on PRAEMUNIRE ( appealing to powers outside of england)

He then offers them an fine (£100) instead of jail/ execution

In return they have to call a him ‘Supreme head of the church in England & Wales as far as God allows

These churchmen believed in Wolsey being the pays papal legate and signed the contract thinking that the Word of God reflected canon law
