What is the state and what theory is it based off, also which great thinker
The state is a systematic framework for enforcing rights and liberty, it is based off of the social contract theory by John Locke. The social contract theory states legitimacy of the state of body derived from the consent of the governed (the people).
Limited government and the rule of law (everyone must abide by the law), ensures liberty is protected. Locke ‘where there is no law, there is no freedom’
what are the classical and modern liberal views on the state
Classical liberals support a state night-watchman style, limiting the government to solely protecting property, security and freedom.
Modern liberals endorse an enabling style, allowing the state to ensure equality of opportunity and support personal and moral development by removing social and economic barriers.

Modern liberals believe the state can be reformed to enhance and improve liberty and equality of opportunity.
