The population density in urban areas is much higher than of Rural.

What are commuter settlements?
Example: People living in Rural areas may go into the Urban area for work e.g London to work
What are enterprise zones?
This is where the UK government sets up zones with there being 55 now, with benefits for businesses like lower taxes, lower planning laws, etc. This is trying to attract business to hopefully reduce the differentiation Rural to Urban areas.
What is the regional development fund?
Where the government invests in small high-tech business companies to promote them to open in poorer areas probing people with training and many more benefits, this is trying to reduce the difference between Rural and Urban areas.
