For validity: written permission of the Ordinary and economic feasibility. For liceity: proper investment of endowment and articles of the foundation.

To lessen the number of obligations.
Who can reduce, moderate, or commute Pious Wills?
The Ordinary can do so for just and necessary cause after consulting his finance council and those concerned.
What is the role of the diocesan bishop regarding Mass bequests?
The diocesan bishop can reduce the obligation of Masses for a just and necessary cause.
What are the responsibilities of the Ordinary in a Pious Trust?
Interpretation, safe investment, vigilance, visitation, and accounting.
