This is definitely a question up to individual interpretation of the role of Misshepeshu, so I suppose anything that can be supported with a few sentences will fly! My immediate response is something like “He is the personification of Fleur’s relationship to the land (close relationship, dangerous/mysterious/frightening to some, etc).” Another possibility is “He represents the land untouched by the settler government,”.
