A
- the British government desperately needed a way to get rid of overcrowded prisons
- transportation was still seen as a punishment but not as intense as hanging but tougher than prison or a fine

This changed because of US independence

They could be transported for around 3yrs, 7yrs, 10yrs or life

A
It was unlikely as they most likely could not afford the cost of the journey back
