A

weak, indecisive, stubborn
did not pay attention to the people
used repression as his main weapon - relied on the army - as if he lost the army, he would lose his power, as in 1917

A

never truly supported with or stolypin’s reforms
no real concessions to the workers regarding shorter hours etc- they were a dangerous force due to cramped living conditions - allowing them to organise strikes easily

A

firm believer of autocracy - resisted all ideas of change
never fully committed to the October manifesto - missed out on the support from the liberal intelligentsia
didnt really want a duma - fundamental laws showed his unwillingness to share power
