Lincoln’s Progam
Pardon to southerns who took an oath of allegiance, except high ranking confederate officials. State would be readmitted if they wrote a new state constitution, elected new officials, and 10% took the oath

Ran by Charles Sumner and Thaddeus Stevens. 50% of all voter had to take an oath. New southern states had recognize freed blacks, and write new state constitutions

Wasn’t punishing enough, blacks couldn’t vote in their new state constitutions, feared they might lose control to Democrats

Laws passed in the South to keep African Americans in a subordinate manner. Congress vetoes Johnson on increasing the Freedmen’s Bureau’s power and giving blacks citizenships
