What was the cabinet?
People who gave advice to the president.
Name the first five presidents in order

They would encourage the growth of American industry and raise money for the federal government.
What was the whiskey rebellion and what did it show?
It was when the Pennsylvania farmers refused to pay tax on whiskey. The army then enforced it, and showed the power of the federal government.
Which country was Jay’s treaty with and why was it contriversial?
Britain. Because some people didn’t trust Britain yet.
What is a procedent?
A rule establishes persuasive when deciding similar legal cases.
What was Washington’s foreign policy agenda?
He was neutral.
What were the precedents that Washington set?
Two term presidency, cabinet, and the start of political parties.
What did Washington warn about in his farewell address?
To avoid permanent alliances with other countries.
Why did the first political parties form?
Because Jefferson and Hamilton couldn’t agree on anything.

What did the Virginia/Kentuky resolutions state?
If a state didn’t agree with a law they didn’t have to do it.
Describe the XYZ affair.
France was attacking American ships to influence elections and to get Britain and France special privileges. But Adams sends ambassadors to negotiate with French agents, but they demand money for the Americans to see the French minister so they refuse and the attacks continue.

Neutral.
