Officers MAY determine which approved firearm is MOST appropriate based on DISTANCE, AVAILABLE COVER, AND TACTICAL SITUATION PRESENTED. It is important for officers to understand terminal ballistic capabilities and limitations of the firearms to be deployed.

Officers SHOULD shoot at the CENTER MASS for MAXIMUM STOPPING EFFECTIVENESS and minimal danger to bystanders. Accurate shot placement is IMPERATIVE. Missing an intended target provides the most risk to citizens and officers and does not stop a deadly threat.

  1. As warning shots.
  2. If it APPEARS LIKELY that a bystander MAY be injured.
  3. Flashlights mounted to a firearm WILL NOT be used for routine searches in place of a hand-held flashlight.

Discharging a firearm at OR from a MOVING VEHICLE:

A

An officer threatened by an oncoming vehicle WILL MAKE EVERY EFFORT to move out of the way.

Fleeing vehicles from an officer creates distance and it becomes more difficult to ISOLATE the target and IDENTIFY BACKDROP HAZARDS.

Officers WILL NOT discharge their firearm at a MOVING VEHICLE UNLESS:

  1. A person in the vehicle is an IMMINENT DEADLY THREAT to officer or others by means other than the vehicle (such as an occupant firing a handgun at an officer).
  2. The driver is USING the vehicle as a WEAPON to INFLICT MASS CASUALTIES (such as a truck driving through a crowd).

Officers will not discharge their firearm from a moving vehicle UNLESS a person is an IMMEDIATE DEADLY THREAT to officers or others (such a discharge MUST be limited to the MOST EXTREME circumstances).

A

The person is an IMMINENT THREAT OF DEATH or SUBSTANTIAL BODILY INJURY and the EXIGENT CIRCUMSTANCES and ENVIRONMENTAL FACTORS do not allow the officer the ability or opportunity to withdraw to a more tactically secure position.

Humanely euthanize injured or dangerous animals

  1. ONLY after attempts have been made to request assistance from the agency responsible for the disposal of animals (eg Humane society, animal control, or game warden).
  2. If the animal’s owner is PRESENT and DOES NOT WISH to transport the animal to veterinary care.
  3. When the animal is SO badly injured as to require humane relief from FURTHER suffering.

  2. Distance and the use of cover are CONSIDEREED due to the suspect’s LOCATION.

SPR Overwatch Assignments (4)

  1. SPR officers will be under the direction of SE LT or designee during an event and will follow SE IAP guidelines.
  2. SPR officers will be responsible for OBSERVING CROWDS, IDENTIFYING CRIMINAL OR SUSPICIOUS BEHABIOR, AND BORADCASTING this information via the radio.
  3. SPR officers WILL maintain their rifle in the case, in cruiser ready condition UNTIL there is a potential for the use of deadly force. The rifle will NOT be left UNATTENDED.
  4. SPR officers are prohibited from using the scope on their rifle for observations purposes and MUST have a RANGE FINDER & BINOCULARS IN THEIR POSSESION.

Announce via radio the deployment of the rifle, AND whether accompanied by a cover officer (acting as an observer) AND receive an acknowledgment from dispatch.

Officers deploying rifle WILL 2 of 3

Whenever POSSIBLE, a rifle WILL be deployed using a TWO OFFICER TEAM, consisting of a SINGLE RIFLE CARRIER SUPPORTED BY A COVER OFFICER. The rifle carrier SHOULD not go hands-on during the incident AND SHOULD not be manipulating or moving any objects.

Advise dispatch of deployment location AND update whenever location changes, thus providing situational awareness to on-scene personnel.

Cover officer responsibilities

A

The cover officer WILL deploy along with a rifle officer AND WILL assist with SECURITY, SAFETY, GOING HANDS-ON, RADIO COMMUNICATION, VERBAL COMMUNICATION, AND OTHER TASKS so the rifle officer can focus on their role. It is PREFFERED that cover officers are RIFLE CERTIFIED.

  1. Proceed IMMEDIATELY to the incident AND assume tactical control.
  2. Ensure proper deployment of rifles AND address OVER-DEPLOYMENT and CROSSFIRE ISSUES.
