Neutrality and isolationism, these two things kept us out of war with Britain and France.
What did Thomas Jefferson do as president, regarding foreign policy issues?
He sent James Monroe to France with an offer to buy Luisiana, but Napoleon didn’t need the land anymore so for $15 Million the US bought all of Luisiana. This regards the foreign policy issues because Jefferson wanted interactions between countries against Washington’s wishes.

Washington was the most effective president with staying in this policy because he didn’t want us to go to war and he created the foreign policy.
