Q)why were the egyptians punished if the exile was preordained?

a) . See Rambam (Hil. Teshuva 6:5) who explains that no individual Egyptian was compelled to hurt the Jews. It was only a general decree on the Egyptians.
b) . Raavad (ibid.)explains that despite being pre-ordained, the Egyptians were nonetheless evil people and deserving of punishment.
c. ) Ramban (Shemos 18:11) explains that the Egyptians were punished because they were overly harsh in subjugating the Jewish people – far beyond the decree allowed.
