Prior to initiating or continuing any vehicle pursuit, all pursuing officers and all monitoring supervisors are required to determine
If the risks to the community posed by the pursuit itself are greater than the risk associated with not stopping the subject vehicle
The following vehicle pursuit safety factors will be used to assist in evaluating the reasonableness of The decision made by each involved pursuing Ofc and monitoring supervisor to initiate and/or continue the pursuit
- Environmental Conditions
- Offense Details
- Officer Equipment
- Officer Experience
- Pursuit Speeds
- Radio Communications
Upon initiation of a vehicle pursuit, the pursuing officer shall announce the pursuit on the most appropriate recorded talk group, along with the following information
- Current Location
- Direction of Travel
- Speeds
- Descriptions of the subject vehicle
- Justification for the pursuit including criminal charges
The monitoring Lieutenant shall respond to the termination point of any vehicle pursuit that involved
- Forcible stopping tactics
- Traffic crash
- An arrest
When will the lieutenant request the audio recordings from the pursuit and what is the deadline for completing the pursuit report
Recordings- prior to end of shift
Report- 10 calendar days
(Unless given extension by the designated commander)
When can the blocking tactic be used
On a stationary vehicle or a subject vehicle traveling at startup speeds of 15 mph or less
Unless the use of deadly force is justified, the PIT space tactic shall not be used on
- All-terrain vehicle
- High center-of-gravity vehicle
- Motorcycle or motor scooter
- Open-top vehicles
- Vehicle traveling in excess 55 MPH
