Federalism
A system where the federal government shares power with the state governments.
Expressed / Enumerated Powers
Federal government possesses limited powers, these are specifically listed & “delegated” to the federal government in the US constitution.
Declaring War = Expressed power
Reserved Powers
Powers made clear by the Tenth Amendment, that are not delegated to the federal government, thus reserved for the states (or the people).
Regulate elections & educate citizens = Reserved powers
Supremacy Clause
The idea that federal law (US Constitution) will always reign “supreme”. Federal law is treated as being superior to state law.
Concurrent Powers
Powers that are actually “shared” by state governments and the federal government. Example – both the states and the federal government can tax its citizens. Taxation = Concurrent power
Acts / Statutes
These are Laws passed by Congress or the Florida State Legislature.
Ordinances
These are Laws passed by county commissioners or by a city council (municipal ordinance).
*These are local laws.
Federal Government Obligations & Services
· Protect the Rights of citizens as listed in the Bill of Rights
· National Defense
· Foreign Policy – dealing with other nations
· Operating the American Economy
State Government Obligations & Services
· Build & maintain state highways
· License drivers and professionals (doctors, lawyers, teachers)
· Establish state-wide education, health, and safety standards
· Operate Florida’s State Parks
Local Government Obligations & Services
· Manage local police & fire departments
· Provide water & sewer / Collect garbage
· Record births & deaths
