A good rule of thumb is that when implying that something is certain, use the indicative. When expressing doubt or expressing some other emotion, use the subjunctive.
On this list, evidente, claro, cierto and obvio use indicative verbs, and importante, necesario, probable and dudoso use subjunctive verbs.
