US Law requires for an AVA to be listed not only do all of the grapes have to be from the AVA they must all be from the same state.

Many wineries that produce wine from the “Rocks” are located in Washington. It is for this reason that the Rocks of Milton-Freewater AVA (located entirely in Oregon but a sub AVA of the Walla Walla Valley which is shared by both Washington and Oregon) is often not allowed to be listed on bottles unless Washington wineries have licensed winemaking facilities in the state of Oregon.
