I forms when there is soft rock in front of hard rock the river erodes the soft rock faster than the hard rock so eventually the waterfall is formed

it forms when there is a soft rock layer under a hard rock and a waterfall the waterfall will under cut the hard rock eroding the soft rock eventually the strain on the hard rock gets to great in and part of it collapses this repeats pushing the waterfall back and forming a gorge in front of it
