  1. Child labour = important obstacle to universal basic education, but no adequate policy
  2. Passivity among education policymakers to tackle issue - wait for wider economic development to affect (but different causes: corruption, funding etc)
  3. Need greater political will and governance
  4. Context = important: Khmer Rouge 1975-78 - loss in human capital still impacts country

  1. CCTs = emphasis on human development - focus on schooling and health - can impact child labour
  2. CCTs can address root of prblm but = difficult to monitor unlawful activities
  3. Transitional education = important
  4. Problem = replicability - different contexts of child labour and different infrastructures/institutions
