What are the contested concepts in social policy; and what do they mean?

A

Risk; What are the main causes of typical life course risked experienced by individuals and are they extrinsic or intrinsic.
Responsibility; is concerned with who is responsible for ensuring citizens wellbeing, in the face of social risks, does this lie with the government, citizens or both.
Entitlement: What entitlements should be provided by state?
Eligibility: What is criteria necessary for citizens to access entitlements.
Redistribution: How is the redistribution of goods and services organised eg financial, hospital
