What was the Transition in the European Balance of Power?
Francis I assumed France in 1515 and Charles V inherited the Holy Roman Empire, in addition to his post as Duke of the Netherlands.

What was the Treaty of London?
This was an effort to sustain ‘universal peace’ between France, Spain and the Holy Roman Empire. Each country signed the pact separately with England, to ensure the nation served as a mediator. This won Wolsey the title of Papal Legate from Pope Leo X due to his effort to forge a united front against the Ottoman Turks.
Why did the Treaty of London fail?
In 1519, Charles V was elected as Holy Roman Emperor and obtained territory encompassing France, restricting Francis I’s attempts to expand. He inherited Milan, which was occupied by France following their victory at Marignano. England declared war on France in 1522 and allied with the Habsburgs.
What was the Field of the Cloth of Gold and why did this fail?
This served to improve Anglo-French relations. However, it was diplomatically futile and drained the English and French treasuries. Francis I and Henry failed to negotiate a treaty, with Wolsey arranged the Treaty of Bruges with Charles V- Francis I’s opponent- in August 1521.
What was the League of Cognac?
Charles V rejected a joint invasion of Northern France with England, and repudiated his marriage contract with Princess Mary. Henry offered his support to the League of Cognac, established by the Pope to counteract Charles’s excessive power in Italy following his victory at the Battle of Pavia in 1525, when he had refused to divide France into English and Spanish territory.
