• Third Rail Condition (Energized/Non) – Train lights should not be used to determine the condition. Interior/exterior lights on in the train could indicate energized track (interior lights could be on as a result of switching to battery power). There could be traction power, but lights could be switched off or could be off due to a tripped circuit breaker.

• Train’s suspension allows significant amount of lateral movement (side-to-side), which may facilitate removing a victim trapped between the train and platform, not requiring air-bag use.

Disabled Train (3 mile tunnel)

When this occurs, an empty train may be used to enter the tunnel and to push the disabled train and passengers to the next station. Having two trains in the same ventilation zone has an effect on the zone’s ventilation capabilities, and is an important issue for Fire Department operations.

Metro will notify the Fire Department whenever a train becomes disabled, so that a company can stand by for passenger safety. The procedure for this incident type is as follows:

A

• MFC is notified by Metro of the location of the disabled train and the station where the Fire Department can board the rescue train.

• The rescue train should have all passengers REMOVED PRIOR to the Fire Department’s arrival. If not, the METRO SUPERVISOR will cause it to happen.

• The Metro supervisor will NOT hold the rescue train if the Fire Department has not arrived prior to the rescue train being configured to enter the tunnel. In this case, the Metro supervisor will notify the Fire Department that the train has left the station.

• The Fire Department should stand-by until notified by the Metro Supervisor that the disabled train has been pushed to the next station (the Metro Supervisor will be in radio contact with the train operators).
