What regulation is Part-21 and CS?
UK reg 748/2012.
What does Reg 748/2012 Part 21 and CS, detail?
Lays down the IRs for airworthiness and certification of aircraft and related parts/products, and for design and production organisations.
What is an Airworthiness Directive?
A document issued or adopted by the CAA which mandates actions to be performed on an aircraft to restore an acceptable level of safety, when evidence shows the safety level of the aircraft may be compromised.
When is an AD issued?
1) An unsafe condition has been determined, by the CAA, to exist in an aircraft as a result of a deficiency.
2) That condition is likely to exist, or develop, in other aircraft.
What is the responsibility of the Type Certificate holder, when an AD is issued?
1) They must propose the appropriate corrective action, for the CAA to approve.
2) They must make all operators of the aircraft type, aware.
What is Subpart B of Part 21?
Type certificates and restricted type certificates
Who issues a TC to the manufacturer?
The CAA
What certificate must be issued to a manufacturer, before it can be granted a C of A?
A type certificate.
What are the 3 categories of Type Certificate?
- Type Cert.
- Restricted.
- Supplemental.
When can a restricted type certificate be issued?
For an aircraft that does not meet the requirements for the issue of a normal TC, but meets the CS’s to ensure safe operation.
When is a Supplemental Type Certificate issued?
An STC can be issued to an aircraft, approving a major mod by another Design Organisation. (Not the original TC holder).
What does an STC define?
The changes to the aircraft, and its effects.
When must an application for a new TC be made?
If the design, power, thrust, or mass changes, are considered ‘extensive’ by the CAA.
What is Subpart D of Part 21?
Changes to TCs and RTCs.
What are ‘standard changes’ to a TC?
Changes that are not in conflict against design data and the CS’s.
What can changes to a TC be classified into?
Minor and Major.
What’s considered a minor change to TC?
No appreciable effect on the mass, balance, structural strength, reliability, operational characteristics, or airworthiness.
What’s considered a major change to a TC?
A change that DOES have an effect on the mass, balance, structural strength, reliability, operational characteristics, or airworthiness.
Only who may apply for approval of a major change to a TC under subpart D of part 21?
The TC holder.
Who can apply for a minor change under subpart D of Part 21?
Any natural or legal person.
Who can approve minor changes to a TC?
Either the CAA, or an appropriate design organisation.
Who can approve a major change to a TC?
Either the CAA or an approved design organisation within the scope of its privileges , provided in the terms of approval.
What is Subpart E of Part 21?
Supplemental TCs.
Who can issue STCs?
By the CAA, to indicate approval of a mod, usually to a different third party organisation.
(e.g a VIP interior fitting company)
