23
Q

What must be implemented after performing any ‘critical task’?

A

An error capturing method.

24
Q

What 3 factors define a critical maintenance task?

A
  • Tasks that affect control of the aircraft flight path or attitude (rigging, controls, cables).
  • Tasks that affect aircraft stability control systems (autopilot, fuel transfer).
  • Tasks that affect the aircraft propulsive force (engines, propellers, rotors).
25
What are the two type types of error capturing method?
- independent inspection. - Reinspection.
26
What is an independent inspection?
An inspection performed by an ‘independent qualified person’ of a task carried out by an ‘authorised person’.
27
In the case of independent inspections, who is the ‘authorised person’?
The authorised person performs or supervises the task and assumes full responsibility for completion of the task.
28
In the case of independent inspections, who is the ‘independent qualified person’?
The independent qualified person performs the independent inspection. They do NOT issue a CRS and therefore do not need to hold certification privileges.
29
In the case of an independent inspection, who signs off the CRS?
The ‘authorised person’.
30
What is the organisation’s requirements for the ‘independent qualified person’?
The organisation should have procedures to demonstrate that the independent qualified person has been trained/has relevant experience in the task. They do not need to be certifying staff or support staff.
31
What is a ‘reinspection’ error capturing method?
Used when only one person is available, the ‘authorised person’ can perform a reinspection.
32
What can be issued if an organisation is unable to complete all ordered maintenance?
a CRS, but within the ‘approved aircraft limitations’.
33
If an aircraft is grounded at a location other than the main base, and the required component is available but without a CAA form 1, what can be done?
It may be permissible to fit the component temporarily for a maximum of 30 flight hours, providing; - The operator is in agreement. - The component has a different, but recognised, CRS certificate.
34
How long must maintenance record be kept for?
3 years, following the CRS.
35
What should an MOR, to the CAA, be raised for?
Any condition of the aircraft or a component that resulted, or may result, in an unsafe or hazardous condition.
36
What must the organisation establish for occurrence reporting?
An internal system.
37
What must MOR include?
Adverse trends, corrective actions taken, evaluation of all known relative information.
38
Who else needs to be made aware of the MOR report?
The operator.
39
In what timeframe must an occurrence report be submitted?
Within 72 hours of the incident.
40
What does MOE stand for?
Maintenance organisation exposition.
41
What statement should be included in an MOE, and from who?
A statement of intended compliance, from the accountable manager. (if the accountable manager is not the CEO, then the statement must be countersigned by the CEO).
42
Other than all of the obvious things, what else should an MOE contain?
- A list of the operators the organisation provides regular services to. - A list of subcontracting organisations. - A list of approved locations, including line maintenance.
43
For what 4 main changes within an MOE must the organisation notify the CAA of?
- Name of the organisation. - Main or additional locations. - Accountable manager or nominated persons. - Facilities, equipment, tools/materials, procedures, scope, and certifying staff, that could affect the approval.
44
An organisation’s approval certificate remains valid so long as;
- They continue to remain in compliance. - The CAA can be granted access. - The certificate is not suspended or revoked by the CAA.
45
What is the definition of a level 1 finding?
Significant non-compliance which lowers the safety standard and seriously endangers flight safety.
46
What is the definition of a level 2 finding?
Non-compliance which MAY lower the safety standard and MAY endanger flight safety.
47
After an organisation receives a finding, what must they do?
- Identify root causes of the non-compliance. - Define a corrective action plan. - Demonstrate the implementation of corrective action, to the satisfaction of the CAA.
48
How did the CAA ensure an organisation is complying with their MOE?
By carrying out independent audits.
49
Who must subcontracted maintenance companies comply with?
The master organisation. (i.e contractors must comply with Avalon’s MOE).
50
What does/did ‘Part-M Subpart-F’ cover?
This establishes the requirements to be met by an organisation, for the approval of maintenance of aircraft, OTHER than complex motor powered aircraft.
51
What date did Annex Vd Part-CAO replace Part-M Subpart-F?
The 24th of March 2022.
52
What do Part-M Subpart-F (Now Part-CAO) organisations use, instead of an MOE?
An MOM (maintenance organisation manual). It’s very similar to an MOE.
53
When must a Part-M Subpart-F (Now Part-CAO) organisation change from an MOM to an MOE?
If the organisation exceeds 10 maintenance staff.
54
What is the key difference between subcontracted staff in a Part-M Subpart-F (Now Part-CAO) organisation, and a Part-145 organisation?
Subcontracted staff in a Part-M Subpart-F (Now Part-CAO) CANNOT sign a CRS. (They can in a Part-145).
55
What’s important about maintenance data provided by the CUSTOMER in a Part-M Subpart-F (Now Part-CAO) organisation?
It can only be held and used during the maintenance work time period.
