In 1964, apparently, Northern Vietnamese fighter jets attacked the USS Maddox. Johnson used this incident to persuade Congress to pass the Gulf of tonkin resolution which stated they would use any military meausers to fight them.
John is was told that it was a MISUNDERSTANDING but continued the plan anyway.
