A

The river flows over areas of hard rock and soft rock, eroding, soft rock, more quickly than hard rock through abrasion and hydraulic action
The hard rock sticks out, causing a step to form
Overtime, the step will get bigger and the soft rock at the bottom of the Now waterfall is a rooted to form a plunge pool
The soft rock will erode, deeper and backwards undercutting the hard rock
