Def: A framework, not government, to address global issues
Sig: Some things were seen as sovereign but are seen as global now, makes involvement over state lines acceptable. Establishes norms and rules to regulate state behavior.

Def: Transnational org that lobbies (pressures gov), provides humanitarian aid, and establishes norms/expectations for states to abide by.

Neoliberalists: law is part of utility maximizing strategy, coop between states
Constructivists: law is about legitimacy, TANS not only regulate state behavior but modify identity/interests of states

Does not affect state behavior, states always violate them, states write the laws, norms align with interests, laws reflect power

Mutually beneficial between states, doesn’t always benefit states (need to make sacrifices)
