Humanitarian Intervention
Def: action by states in other states w/o their consent to prevent or stop human rights violations
Sig: Universality, IR shift from only units being states to domestic matters, human rights are universal, popularized post WWII
Theory perspective
Neorealism/liberalism: difficult to account for, no material state interest at stake, difficult to account for changes in HI policies w/o changes in ideas
Shadow of Somalia
Def: UN intervention led by US, failed mission
Sig: failed mission influenced US foreign policy and discouraged them to intervene in Rwanda
R2P
Def: Responsibility to Protect, state has primary responsibility to protect its population, international community has responsibility to support them and intervene if state is unable/unwilling to protect
Sig: Enables states to interfere in other states when human rights concerns
Peacekeeping
Def: Instrument to help states torn by conflict to create conditions for lasting peace
Sig: resolves conflict at low price, unpopular among US –> budget cuts, China steps into void (way for states to exert their influence/ideology in other states)
