The Mining Law of 1872 allows individuals and companies to recover fuel and ores from federal lands. It was originally meant to encourage development and western settlement.

The Surface Mining Control and Reclamation Act of 1977 regulates the surface mining of coal and the surface effects of subsurface coal mining. It mandates that land be minimally disturbed during the process and be reclaimed after the mining is completed.
