MARPOL Flashcards

1
Q

Marpol annex 1 - what are you actions if you saw a little bit of oil or sheen on the water?

A

Inform Chief Engine and Captain

Notify the appropriate authorities: Report the oil spill to the relevant authorities as soon as possible. This may include the vessel’s flag state administration, the nearest coastal state authority, or the designated national response center. Provide details of the location, size, and nature of the spill, as well as any relevant information about the vessel or circumstances surrounding the incident.

Containment: If it is safe to do so and if you have the necessary equipment onboard, attempt to contain the oil spill to prevent it from spreading further. This may involve deploying oil containment booms or other barriers around the affected area to contain the oil and prevent it from spreading to sensitive habitats or shorelines.

Recovery: Use appropriate oil recovery equipment, such as skimmers or absorbent materials, to recover as much of the spilled oil as possible from the water surface. Follow proper procedures for collecting and disposing of recovered oil to minimize environmental impact.

Documentation: Keep detailed records of the oil spill incident, including the date, time, location, weather conditions, and actions taken to respond to the spill. Document any observations of wildlife or environmental damage resulting from the spill.

Compliance with regulations: Ensure that your actions comply with the requirements of MARPOL Annex I and any other applicable regulations or guidelines. This includes reporting the spill in a timely manner, taking appropriate measures to minimize environmental damage, and cooperating fully with authorities during the response and cleanup efforts.

Prevention: Take proactive measures to prevent future oil spills by implementing effective pollution prevention measures onboard, such as proper maintenance of machinery and equipment, regular inspections of fuel storage and transfer systems, and crew training in pollution prevention and response procedures.

Cooperation: Cooperate fully with any investigations or inquiries conducted by regulatory authorities or other parties regarding the oil spill incident. Provide all requested information and assistance to support the investigation and ensure compliance with applicable regulations.

Q

What should you be aware of in Annex 6? The ECA and sulphur content.

A

Emission Control Areas (ECAs): ECAs are maritime regions established under MARPOL Annex VI where stricter emission standards apply to ships operating within these areas. The primary purpose of ECAs is to reduce air pollution and protect human health and the environment from the harmful effects of ship emissions. Currently, there are four designated ECAs:

Baltic Sea ECA

North Sea ECA

North American ECA (including the coastal areas of the United
States and Canada)

United States Caribbean Sea ECA

The sulfur content limit for fuel oil used by ships operating within ECAs is 0.10% m/m (mass by mass)
