Patrol units will be dispatched on 421 calls that:(5)
Are suspicious in nature.
Are related to unknown trouble calls.
Involve injuries as a result of criminal activity or traffic accident.
Are the result of a gunshot.
Indicate a need for police involvement due to other circumstances
Manners of death as defined by the Clark County Coroner’s Office:
Natural: Any of the natural disease processes of the body.
Accidental: Any unforeseen or unexpected death.
Homicide: The taking of one life by another or an interaction by two persons in which a death occurs.
Suicide: Death at one’s own hand.
Undetermined: Conflicting manners of death or a case in which a determination cannot be made.
Patrol officer will Upon arriving at the scene, determine the death to be suspicious or the result of a homicide, and:
Secure the scene, obtain all contact information from witness(es), family member(s), person reporting and/or suspect(s).
Request a Crime Scene Investigations (CSI) Section analyst to respond via radio/phone to Communications Bureau dispatcher.
Notify the Homicide Section via Communications or by phone Monday through Friday during business hours. Any death calls during non-operational hours requiring a detective response will be made via Communications to the Homicide lieutenant or designee.
Maintain the security of the scene, witness(es), family member(s), person reporting, and/or suspect(s) until relieved by Homicide personnel.
Complete the Major Incident Log (LVMPD 437).
Supervisor will:
Respond to the scene, confirm with the patrol officer that the death appears to be suspicious or the result of a homicide, and:
Ensure crime scene analyst(s) have been requested.
Ensure detectives from Homicide have been notified.
Response to Dead Bodies Other Than Homicides, In-Custody Deaths, Suspicious Deaths
Supervisor will:
Respond to the scene (unless the death appears to be natural), confirm with the patrol officer the death is not suspicious or the result of a homicide:
Ensure crime scene analyst(s) have been requested on all suicides, overdoses and other deaths that are considered “not natural.”
Ensure the coroner investigator has been requested.
For deaths that appear to be natural, see Officer, 1c, above.
Ensure the Dead Body Incident Report is complete and detailed on all death events, as this may be the only documentation of the death
Personal Property of the Decedent on a Dead Body Call
All personal property at the scene or belonging to the decedent such as identification, money and jewelry will be placed in safekeeping by the coroner investigator or Public Administrator, not impounded by LVMPD employees
Firearms at the Scene of a Dead Body Call
Only the firearm used in an incident (suicide, accidental shooting, etc.) will be impounded as evidence by a crime scene analyst.
Patrol officers may impound other firearms for safekeeping only when a threat to life or safety exists – notating the justification when doing so – and when the Public Administrator is not available.
Vehicles of the Decedent on a Dead Body Call
If the vehicle is a hazard on a roadway, LVMPD will have it towed.
Response to Deceased Children
Who will be notified on all child related deaths?
Abuse/Neglect Detail lieutenant
The Abuse/Neglect Detail and/or Homicide Section will respond to child deaths resulting from: (6)
Non-accidental injuries
An intentional act
Injuries and/or deaths resulting from blunt force trauma, abusive head trauma or from being violently “shaken”
Medical neglect
Suicide
Drug overdose (Abuse/Neglect and the Overdose Response Team will coordinate the response based on the victim’s age)
When will the Abuse/Neglect lieutenant or designee confer with the Homicide lieutenant or designee?
when a child’s death is determined to be an intended act or involves an act of concealment or body disposal after death.
Who is dispatched on all events related to the death of a child?
A patrol officer and patrol supervisor
Supervisor duties regarding death of a child.
Respond to the scene:
Ensure crime scene analyst(s) has been requested.
Verify that Homicide and/or Abuse/Neglect has been requested.
Ensure that CPS has been notified
An in-custody death is defined as the death of a person:
Who is under arrest.
Who is an inmate housed at CCDC, North Valley Complex, or medical facility.
Who has been contacted or detained by officers and during the contact when the death occurs (i.e., vehicle or pedestrian stop, a person commits suicide when officers are near or have the person contained).
