an act created by PM Borden in 1914 that gave the government the authority to do everything and anything they felt they needed to do -government could control economy (could tell producers what and how much to produce and how much to sell it for) and had the power to censor mail

the ability to detain people in jail without charges –> anyone who was suspected of being an enemy alien or a threat would be imprisoned or deported
