Describe dual authority and give examples of what was immediately established after its creation.
Dual authority was the balance of power between the Soviet and the Provisional Government.
* Political prisoners were freed
* Government announced freedom of speech, press, the right to strike, the end of social discrimination and the death penalty.
How as the Provisional government comprised?
Of mainly representatices of Liveral Political Views (the Bourgeoisie) it was dominated by the Kadets. Alexender Kerensky was the minister for justice and the only socialist minister, Prince Lvov was prime minister.
How as the Petrograd Soviet comprised?
Mainly of Mensheviks and Socialis Revolutionaries, there were soldiers, sailors and workers represented and some Bolsheviks were present in the central committee.
What was Order No.1 and when was it passed?

March 1st, 1917
1. It promised that all weapons should be controlled by elected soldiers committees and not officers.
2. No honourific titles used for officers.
3. Officers not to address soldiers in the “ty” form.
4. All units to elect a deputy to the soviets.
5. Will obey the Provisional government as far as the soviet does.

Why didn’t the soviet take power?
- Leaders feared that they could not control the masses.
- Did not think the time was right for a Worker’s government.
- To avoid civil war and counter revolution.
- Believed that Russia should have a Bourgeoisie revolution.
What announcement resulted in the resignation of two ministers ?
That Russia would continue fighting in the war until a “just peace” had been reached.
What was a major problem with the Provisional government?
They effectively ruled the country in a state of paralysis, they did not want to make major decisions as they had not been elected but they did not want to call for a constituent assembly as it would most definitely result in a SR / Socialist government.
