A

Of mainly representatices of Liveral Political Views (the Bourgeoisie) it was dominated by the Kadets. Alexender Kerensky was the minister for justice and the only socialist minister, Prince Lvov was prime minister.

A
  1. Leaders feared that they could not control the masses.
  2. Did not think the time was right for a Worker’s government.
  3. To avoid civil war and counter revolution.
  4. Believed that Russia should have a Bourgeoisie revolution.

A

They effectively ruled the country in a state of paralysis, they did not want to make major decisions as they had not been elected but they did not want to call for a constituent assembly as it would most definitely result in a SR / Socialist government.
