Define a ‘special area’

A

Usually a closed sea or areas with special environmental requirements

An area which, under IMO requirements, require special mandatory conditions for the prevention of pollution at sea

Provided with a higher level of protection than other areas.

Annex I, Prevention for pollution from Oil by ships

A

Regulations for the Prevention of Pollution by Oil

  • applies all ships
  • Documents: SOPEP plan, Oil Pollution Prevention Certificatce, Oil Record Book
  • Discharge must be on passage as far as possible from land and fitted with oily water seperator not more then 15ppm
  • Inside special Area, oil water seperator must have an automatic shut off

A

Never, unless to save lives or the ship, or if involved in an accident

When can discharge of Oily waste from Bilges take place?

A

OUTSIDE A SPECIAL AREA:

The ship is proceeding on a voyage

More than 12 miles from land

Fitted with an OWS

Oil content of the effluent discharged does not exceed 15ppm

INSIDE A SPECIAL AREA:

As above as long as the OWS has an automatic shut off if the effluent discharged exceeds 15ppm

All discharges must be recorded in the ORB

Certificates to be carried under Annex V

A

IMO MEPC 220 (63) states that:

Every ship of 100 GT and above, and every ship to carry 15 or more pax, shall carry a:
Garbage Management Plan

Every ship of 400 GT and above, and every ship to carry more than 15 Pax engaged in voyages to ports or offshore terminals, shall be provided with a Garbage Record Book

Every ship of 12m or more in LOA shall display placards which notify the Crew and Passengers of the ships Disposal Requirements

Annex VI, Prevention of Pollution by Air from Ships

All vessels are required to carry:

International Air Pollution Prevention Certificate (IAPPC)

Shipboard Energy Efficiency Arrangement Plan (SEEMP)

A

Every five years, subject to annual inspection

Define a Particularly Sensitive Sea Area (PSSA)

A

A Unique Maritime Environment that may be vulnerable to damage from International Maritime Activities

Not mutually exclusive criteria to Special Areas, Can be found within one another

A

Areas with stricter controls established to minimise airborne emissions from ships as defined by Annex VI.

With regards to engineering:
Discuss flow rate/s, Amount to be taken
Stop ventilation
Red flashing light at night in lieu of Bravo
Ensure scuppers are plugged

Consider launching RB for deploying a boom
Alert vessels in the vicinity

WHAT IS: a garbage management plan

A

Written set of procedures for everyone on board to follow, that outlines the requirements for the storing, handling, segregating and discharge of garbage on board.

Will contain procedures for:
Incinerators/compactors
Accidental discharge procedures
Any specific training on board

Passage plan to Florida from Europe, what to consider with regards to Annex VI

A

Establish location of ECA on chart

Take on Low Sulphur Diesel before passage

Establish a fuel-change-over point on chart as discussed with Engineers to ensure we are burning Low Sulphur Diesel by the time we enter the ECA (assuming we are carrying high Sulphur fuel)
