  • vfr on top altitude change
  • estimated TAS changes from filed by more than 5% or 10 knots, whichever is greater
  • leaving or arriving at assigned holding fix or clearance limit
  • outage of communication or navigation equipment
  • unable to climb/descend more than 500 fpm
  • safety of flight or un-forecasted Wx
