What? Two houses- House of representatives and the Senate.
Why?
1. Historical Great Britain is where we got the idea from history
2. Practical and it made things work it made sense smaller states wanted to know equal vote each side will get what they wanted 3. theoretically checks and balances, where one house can check the other.

One representative per district – state legislatures divide them up.

The practice of drawing congressional district to the advantage of one party over the other.
