Who may refer a question of entitlement to the Comptroller?

Any person who thinks he is entitled.

What can the Comptroller do if an entitlement determination is in favour of the referrer?

(a) order that the application shall proceed in the new name - either solely or jointly
(b) refuse to grant a patent
(c) order the application to be amended to excise non-entitled matter
(d) make an order transferring or granting a licence

In an entitlement dispute, under what circumstances can the Comptroller allow a new application to be made.

(a) where the Comptroller has ordered an application to be amended
(b) where the application is refused or withdrawn before the Comptroller has disposed of the entitlement reference
