consumer goods
1928-41 continual shortages of goods like clothes, shoes and furniture
- stalin prioritised heavy industry and defence over consumer production
- poor planning: planners undersetimated needs of consumer
- mid 1930s soviet economy good at producing large quantiies of raw materials (iron, steel, coal).
- didnt have the sophiticated techniques to produce complex consumer goods
rationing
1928-41 most consumer goods were rationed
- 1930s there was often severe shortages that the gov couldnt supply minimum level of rations
examples
* shoe queues in moscow early 1930s often exceeded 1000 people
- reports suggest queues for clothes and shoes in leningrad numbered 6000 during 1938
housing
1928-41 the plan required a huge increase in urban workforce
- nessecary housing was never built,
- most houses built didnt have running waters and bathouses were scarce
- not a single bathhouse for the 650,000 people living in liubertsy ditrict in Moscow
living conditions
1928-41 standards were poorer than under the best years of NEP
- long hours, 7 days a week
- lateness and absenteism were outlawed
- internal passports were introduced to stop workers from seeking better paid jobs
