お金とひまがあれ私も海外旅行するんだけど

A

Refers to hypothetical (unrealized) propositions.
“If ~ had happened, then … should have been the outcome (but in fact things did not turn out that way). “
Often used with sentences that contain 〜た、〜のだが、〜のに.
