The Commanding Officer shall require an evaluation by such officer of all members they were responsible to evaluate at the time of their transfer, forwarding the reports to the Battalion at that time. The rating report submitted on the appointment date anniversary shall make reference to the earlier report. It is recognized that due to transfer patterns, a member may have more than one evaluating officer during a year.

One of the features of the system is the opportunity provided for the member being evaluated to sign the form and comment on their rating. This is proved to give the member being evaluated an opportunity to comment on any lack of objectivity, real or perceived, or any other factor that should be considered in the ultimate evaluation of the report. A lack of a signature as such will not affect the validity of the rating; rather it affirms that the member being evaluated had no objection to the evaluation submitted.
