  1. Define the problem - Determine the purpose of the research, the how much time and money are available for the research, then what degree of reliability is needed and how current must the research be?
  2. Establish a strategy and schedule
  3. Determine the appropriate sources.
  4. Determine the sequence of source contact - most general to most specific, longest lead time first, etc.
  5. Contact sources and record information - be aware of possible lead times for response.
