It took many years before the King of France realized that these fur-trading companies such as The company of 100 Associates had no intentions of setting up colonies so he forced to set up a Royal Government and Seigneurial system in the hope of populating New France.

Population growth was very slow in New France and only started to increase at the end of 1600s and early 1700 when the seigneurial system started to develop its full potential. Jean Talon helped by encouraging.
