  • PBL informs policy makers and governments, while WUR does not have a formal position meaning that WUR does not have to report to policy makers.
  • PBL always works in an integrated way and with assessments ( not primary research)

It is making judgements on the state of knowledge on an environmental issue or phenomenon by a large group of people with an integrated background.
