What is a parliament made up out of
house of commons-made of mps voted by the community
house of lords-contains hereditary peers whos family members are lords and people who have been appointed lords
monarchs- the king/queens who is the head of state. all bills have to be approved by them before being made into a law
what is a green paper
this allows a public consoltation on a new law to be discussed
what is a white paper
after a consoltation is discussed a white paper is created allowing a bill to be proposed to the parliament
what is a judicial predecent
when a case appears before judges in court they make a judgement that forms a law. lower courts have to abide to laws made by higher courts
what is statutory interpretation
judges in superior courts are called to interpret words and phrases within a law so they can make a verdict on a case
what is the first reading
this is when the name and the main aims of a bill are read out
what is the second reading
this is when the main debate about the bill is followed by another vote
what is the committee stage
a group of representatives look at the bill and analyse whether there are any issues with it
what is the report stage
the committee reports back to the house who has to vote on any proposed ammendments
what is the third reading
the final vote on the bill
what is royal assent
this is when the monarch signs the bill
