What is a green paper
Paper that seeks feedback and starts discussion on new ideas or policy proposals
What is a white paper
document that sets out the government final plans
Legislative process
FIRST READING- name and main aims of bill are read out
SECOND READING- principle of bill is debated on and members vote whether to proceed
COMMITTEE STAGE- the committee examines details of the bill and may suggest any amendments
REPORT STAGE- the committee report back to house with any amendments
THIRD READING- final version of the bill is debated and last vote is taken place
HOUSE OF LORDS CONSIDERATION- bill is sent to House of Lords for the same process to happen
ROYAL ASSENT- bill is sent to the monarch for approval, if approved the bill then becomes a law
What is judicial precedent
When judges use past court decisions to decide new cases that have similar facts
What is the case for judicial precedent
A women ( Donoghue) got sick after dinking ginger beer that had a dead snail in. She sued the maker of the drink and won
What is statutory interpretation
When judges have to decide what the words in a law actually mean to apply to a case, using different methods to figure this out e.g. literal rule, golden rule, mischief rule
What is the case for statutory interpretation
A man was charged for pretending to be someone else in order to vote. The person he pretended to be was dead. The law stated that it was a crime to impersonate someone who is entitled to vote. The court decided that the dead man wasn’t actually entitled to vote so he was found not guilty.
