Q

why did Allah create the Arsh

A

Firstly the rulers have a throne in this world, and they need it to sit on it, and to make them look greater than the people.
Allah عزوجل created the Arsh as a symbol of his authority. Allah عزوجل does not need an Arsh however he created it as a symbol to show his authority. The Arsh is the biggest and greatest creation, but Allah عزوجل is above his Arsh
