  • 1892 made members of the local government subject to gov direction.

A

-The appointments for uni staff was made on a religious and moral basis. (Those who agreed with the tsar)

  • women could not attend uni
  • abolished separate courts for unis
  • lower classes could only get primary education
  • 21% were literate in 1897

The university policy countered the government policy = student took part in illegal political opposition
