Gentry landowners (whom the crown relied upon for support) were angered ; there was fury among rich and the poor ; landowners feared enclosure would limit their scope for enterprise and wealth ; poor felt let down and the sheep tax created huge financial pressure on small farmers in upland areas who had little choice but to rely on sheep for subsitence.
