Closing line must contain “this is the final denial of your (or your client’s) claim. If you (or your client is) dissatisfied with this decision, you (he/she) may file suit in an appropriate US District Court no later than six months after the date of this letter.”

They are not made aware, but they can request reconsideration through the office that initially denied their claim.
