Enforcement Policy
What is ONR’s enforcement policy?
ONR’s enforcement policy is set out in its enforcement policy statement 2024. It embraces three key components-
* Firstly, to ensure that duty holders take action to deal immediately with serious risks.
* Secondly, to promote, achieve and sustain compliance with the law.
* And thirdly, to ensure that duty holders who breach regulatory requirements, and directors or managers who fail in their responsibilities, are held to account. This may include bringing alleged offenders before the courts in England and Wales, or recommending prosecution in Scotland.

What are ONR’s purposes
ONRs five purposes – TEA13, s67.
Nuclear safety – protecting persons against the risks from ionising radiations from GB nuclear sites. Including design and construction, operation and decommissioning, and from effects of escape.
Nuclear site health and safety – securing the H+S+W of persons on GB nuclear sites and protecting the public from risks from GB nuclear sites.
Security – of civil nuclear premises, of nuclear material, equipment and software and SNI.
Safeguards – ensuring compliance with the safeguards obligations under international treaties.
Transport – protecting against risks from transportation of radioactive material in GB by rail, road or waterway.
